Director of Levelling Up, the Union, Climate Change and Sustainability (LUCCS) UK Ministry of Defence
James’ key responsibilities cover: delivering the Department’s Climate Change and Sustainability Ambitions; ensuring that Defence is adapting and will be resilient to the impact of climate change, working to mitigate its environmental impact; enhanced its sustainability policy and capability; and supporting Union and Levelling Up activity across the Defence. Additionally, James is also responsible for climate security policy and looking at the direct and indirect impact that climate is having both on Defence force structure as well as the causes of instability across the globe.
Since joining the MOD in 2003 he has worked across the Department in DE&S, Air Command and Head Office. He has deployed to Afghanistan as the Policy Advisor to Commander Task Force Helmand, on Herrick 10, spent two years as Private Secretary to the Chief of the Air Staff and undertaken a secondment to Lloyds Bank where he developed and supported their approach to governing agile transformation programmes.
James’ first Senior Civil Servant role was Programme Director of the Single Vetting Provider, during a time of significant change, prior to the transition to a single vetting organisation. More recently James reformed and the UK MOD’s management of its Estate as well as securing significant additional investment through the recent Spending Reviews as Deputy Director Finance Military Capability (Infrastructure). In this role James was also responsible for the Department’s Sustainability Strategy and supported Lt Gen Richard Nugee’s Review of CC&S activity, turning the Review’s recommendations into the acclaimed CC&S Strategic Approach.
